PUBLIC INVOLVEMENT MATERIALS

The public involvement process for the Environmental Impact Statement (EIS) for the homeporting of additional surface ships at Naval Station Mayport began with the Notice of Intent, published in the Federal Register on November 14, 2006. On the same day, an announcement of the scoping open house was displayed in the Florida Times-Union; this announcement also appeared two additional days prior to the open house held on December 5, 2006. A Scoping Newsletter was also sent to interested parties. The Fact Sheets provided at the scoping open house are also available through this website (see below links).

The Draft EIS was published on March 28, 2008, at which time the Notice of Availability and Notice of Public Hearing for the Draft EIS were published in the Federal Register marking the beginning of the 45-day public comment period. On 2 May 2008, the Navy published in the Federal Register its extension of the public comment period for an additional 15 days through 27 May 2008. Several announcements of the Draft EIS availability and public hearing were also placed in the Florida Times-Union.

The public hearing on the Draft EIS was held April 16, 2008 at Florida Community College-Jacksonville’s (FCCJ) Deerwood Campus on 9911 Old Baymeadows Road in Room B1204. The open house portion of the public hearing occurred from 4:30pm to 6:30pm; at 6:30pm the Navy made a formal presentation. An oral comment period followed allowing the public an opportunity to comment on the analysis presented in the Draft EIS. All comments (i.e., oral, written, and email) received during the 60-day public comment period were considered, and relevant comments were addressed in the Final EIS. Materials disseminated and used at the open house/public hearing were accessible via the links below starting April 16, 2008.

The Final EIS was published and its availability was announced in the Federal Register, local newspapers, and this website on 21 November 2008. A 30-day waiting period will end on December 22. The Navy signed the Record of Decision on January 14, 2009.
